Allegations implicating the U.S. minister to Paraguay, Charles A. Washburn, in a conspiracy against the Paraguayan government and the life of President Francisco Solano López. Bliss wrote this deliberately falsified statement under duress while imprisoned in Paraguay, and completely retracted it after his release.
Printed on hand-stamped paper (e.g. p. 152) and published at the military headquarters of López as a supposedly authentic document.
